[MC-133626] Sponges remove water from waterlogged blocks, but the water logged blocks don't refill.

I am not too sure how to describe this "bug". I was basically trying to make a house underwater. I used a sponge to clean all the water from the attic of the house. Then I walked outside and saw the attached image.

Those blocks will not refill because the water surrounding it are not source blocks.

Except they are water source blocks. oceans are made of water source blocks... Right?

If you remove them with sponges, chances are it's left in a position where the source blocks do not refill.
