[MC-133812] Broken grass doesn't drop seeds anymore

Clean installation, no mods. Brand new world created in version 1.13-pre7

I noticed that breaking grass (with hand) doesn't drop seeds anymore. I tried to break maybe 300 grass, not a single seed dropped.

Tested in pre8 - pre10.

Tested in 1.13-pre10 and works as intended for me with a world generated in 1.13-pre10.

Also works in a 1.13-pre7-generated world opened in 1.13-pre10.

Running Win7 Ultimate.

Maybe it's related to a specific biome. I managed to get some seeds in other biomes, but still can't get any at all in taiga (for example).

Cannot reproduce either.
Broke some 20ish grass and got 4 seeds.

In a taiga biome?
