Can place two single chests next to each other on top of an existing double chest

I believe this is a feature. If you place them without shifting (like if you place two blocks behind the chest and place them there) it will work.

You can also place double chests next to eachother

Not a bug.
To place a double chest ontop another use shift-click on the lower chest and shift-click on the side of the upper chest.
