Before anything else, note that this is not a problem on the player side. I invited a friend on my server to test this bug and he faced the same issue, and is therefore related to the world generation or the way the buried treasures are implemented in the game.
Description of the issue
I obtain a buried treasure map in a new area of the world I'm playing on, either via a shipwreck or an ocean ruin, I find the location, and when starting digging, the chests are sometimes present, sometimes purely and simply missing, as if they had never been generated
Out of 4 unique maps with unique locations throughout the world I'm playing, 2 chests were found and 2 were missing, despite both the locate command and buried treasure map leading to those locations
No need to say that this badly degrades the game experience, given how much we have to travel for them, how rare those chests are by default and how valuable their content is in this release.
Extra information
Nobody else looted or destroyed the chests, I was in an unexplored area
It was not in a mushroom island/shore biome, just regular beach biome
I checked with spectator mode and there was no chest generated in the coordinates or even in the area nearby
Steps
Map bring me to a buried treasure location, that I confirm using the locate command. Coordinates are 2137 ~ -1047
I dig around, destroy the beach for 10 min with my shovel and pickaxe, no chest appear. I take a step back and take a screenshot (Buried_Treasure_Location)
I decide to dig at the exact coordinates until bedrock, still no chest, so I take another screenshot showing F3 info as well (Buried_Treasure_Coordinates_Biome)
I use spectator mode to try locate the chest, if it is anywhere, without any luck (see screenshot Buried_Treasure_Spectator)
If anybody has a solution or a valid explanation on why those chests are not being generated, I'll be happy to hear it! Otherwise, as I believe, there are some bugs in the buried treasure generation that will need to be fixed in an upcoming minecraft release 🙂

I didn't not know that, thanks for the info. However, how do you explain that I found a buried treasure chest near my raided ocean monument, that I spent 50 hours clearing out and 100s of hours afk'ing at (so the area was obviously explored), and that an area thousands of blocks away that I've never been to was missing its buried chest?
I will do more testing by teleporting myself 100 000 blocks away from spawn, and look for buried chests there to check that they are all generated properly. And if that turns out to be the issue, I will use a software to reset all areas of the overworld that have no player made construction and hopefully, the generation will take place properly.
Any other idea on how to fix this when migrating servers? Is it possible to reimport all player made builds onto a new server using the same seed for example?
I cannot explain any situation without a world file to look at; there is a bug that causes some generated structures to fail spawning properly (now fixed).
You can always delete chunks that have little player interaction, although it would be hard to determine if there is a build at that location. Reimporting structures on the same seed may cause sharp terrain edges between old and new terrain.
By "now fixed", you mean post 1.13 ?
I will check if and how I can delete chunks, where we might have traveled but nothing of interest is located, as I currently have no idea how to do so. Same for the structures.
Also, I realized that shipwrecks and underwater ruins generated in already explored terrains without any issues, so your statement about "structures almost never generating in already explored areas" doesn't seem to apply for all. Just thought I would mention it cause that's another thing that doesn't make sense to me.
I am having this same issue. Converted from a 1.12.2 to 1.13. Never used mods or cheats. 100% survival vanilla world. So far have found 2 treasure maps and both X locations has no loot chest. I made a copy of my save and looked using spectator. Nothing there at either location.
Will these be fixed? Do some chests generate or are all missing in my world?
Buried treasure will not spawn in terrain generated before 1.13. The game will almost never generate structures or anything else in already generated regions.
