Picture 2 is an endcity that naturally generated in 1.12.2
Picture 1 is the same position of the same seed in 1.13, as you can see, the endcity is missing.
Beside that, the endcity in picture 2 doesn't have rooms containing looting chests. It is more detailly reported in MC-134719.

Might this be related to MC-131462 by any chance?
The generator might change between versions of Minecraft as new things are added, that means seeds that use to generate something in one version might generate another thing in a newer version
