Whenever I log into play Minecraft, i am met with a blurry screen and cannot play

Hi, I just updated my Minecraft a few days ago and almost every time I try to play, I am greeted by the screen seen below in the attachments. I don't have any mods or texture packs and while I have Discord downloaded, I already tried uninstalling it to no avail. For some reason, the only time it ever works is right after I restart my computer, but even then it isn't consistent. I even tried jumping back to 1.12 and no errors arose. My instinct is to say that it is a problem with Minecraft but no matter how much I Google the problem or look at forums and videos, I seem to be the only person with this problem.

Could somebody help me out with this ASAP? I really want to get into the action as soon as possible and enjoy the update like everybody else.
