I had the same issue in the Snapshots.
Whenever I load a world in 1.13, the screen turns completely blue with a few flashing images around the outer edge. It seems to be whenever I touch the ground, as whenever I load creative world in which I'm flying, the world is viewable for a while, all before touching the ground, in which I can't even access my options without full shutting down the program.
I've gone as far to delete all files excluding saves, but all that's seem to have done is reset my control preferences and keep all the worlds.
Attached is what I see seconds after loading a world; newly created or previously used.

Are you using Razer cortex's overlay or NVIDIA gamecaster? If so, does disabling them fix your issue?
