[MC-134877] Glass Panes do not connect

I went on to 1.13 on to a server and the glass panes used on many of my structure no longer connect they are all in column form and will not connect no matter what. This is a very troubling bug in 1.13 because they are fine in 1.12.

Do you have a backup of the world from an earlier version? If possible, please attach (or provide a download link of) the world here so we can reproduce the issue.

Sorry I do not have a backup due to it being on a server not owned by me. I have found this issue also affected chests connecting on the server.

While on the server, please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/guides/finding-minecraft-data-folder]) here.
