[MC-135132] Water sometimes flows into stairs

Steps to reproduce:

1. Create a square or rectangle out of stairs facing inwards.
2. Fill up the middle with water.
3. Place water in one of the stairs

I'm going to say this is working as intended. Just basic water spread mechanics.

But it's not supposed to flow into any blocks other than air even if waterlogable? If it works as intended, how come water doesn't naturally flow into these blocks it logically should?

It seems that flowing water is not yet a feature for water loggable blocks. I wondered the same thing myself, but I'm guessing that would be a bit more complex.
