In my kelp farm the kelp top is harvested by pistons. But sometimes the remaining kelp block doesnt turn into a top one again so the plant stops growing. After the world is saved and reopened the highest kelp is a top one again. The F3 screen shows that the bug is not only visual.
Edit: I noticed that the player needs to be a certain distance away from the event to recreate that bug. I provided instruction how to reproduce.

Probably this works in any world but i havent tried yet. I uploaded the world with my kelp farm for you where the bug occurs. Just open the world, stay where you are and let the farm run for a few minutes. Then enter the water and search for kelps without a top block. Im not sure but it seems like they occure mostly on the other end of the farm far away, and are uncommon near the player. So make sure to wait at one end of the farm to maximize your chances. And remember not to save and reopen the world because it will get fixed.
This is a server-client desync that only occurs when the player is about 64 blocks away from the kelp. Reloading refreshes and fixes the issue.
Not that it is that relevant as the issue still exists in snapshots that follow but I am experiencing this issue in the 1.13 release too.
As for reloading, it should be noted that an F3+A chunk reload is insufficient, a full reconnect to the server is required, Or at least that is the case in my instance.
In my case the 64 blocks distance is vertically as apposed to horizontally but the effect is still the same. Also worth noting that the kelp can still grow so the issue shouldn't affect automated kelp farms.
I cannot reproduce this. Is there a consistent setup to recreate this in the general case? (fresh world)
