The world entirely turns blue when the player is watching slightly above water surface

Go slightly above water surface, look slightly down (screenshot 1) / above (screenshot 2) and you can see the world entirely turning blue.
To observe this problem clearly, you have to go to creative mode, double-press space bar and use space and shift to fix your location.
