My wither boss won't spawn, I have normal difficulty and put the left skull as last block.
Is it different to spawn wither boss in 1.13?

Might have ben a grass block under the soul sand.
If that is the case, I'm sorry I didn't know that acutal grass blocks would affect wither spawning.
