[MC-135377] Lingering potions of harming don't work

Expected: Mobs in the area effect cloud of a lingering potion of harming are damaged.

Actual: Mobs in the area effect cloud of a lingering potion of harming are unaffected.

Mobs are damaged if you throw more than one potion.

@unknown, no, survival mode does not fix this.

Cannot reproduce. They work just fine. Make sure you throw them so their feet are in the area effect cloud, not on their heads.
