I have had signs placed in 1.12.2 and earlier getting black spots. I haven't used any special characters on the signs apart from å and ö. I have noticed it multiple times.
Screenshot attached.
I reproduced it by spamming some text on a sign in 1.12.2 and opening the world in 1.13. It doesn't always work for me.

Confirmed, but there is a non-printable character in the sign data, 1.12 doesn't show it at all, whereas 1.13 shows a "missing character"-character:
/setblock -938 4 -818 minecraft:sign[rotation=9,waterlogged=false]{Text4:"{\"text\":\"gergrtwhhtwöejfi\"}",Text3:"{\"text\":\"feuheuiorhffer\"}",Text2:"{\"text\":\"feiurq3å4ieiuphge\"}",Text1:"{\"text\":\"oih2öjqwksanm.,2p\"}"}
{~TechnicProblem], tried to repro that, but I didn't mangage to add characters in 1.12 which caused the missing chars in 1.13.
Can you please try to repro and observe what you've entered in 1.12 and on what keypress there is no character shown in 1.12 which is showing that black suare in 1.13.
Maybe that's something like CTRL-Space, CTRL-Enter or so.
Alt + A
On Mac it usually creates the apple logo, .
In 1.12.2 it isn't visible and creates the missing character symbol when you update to 1.13. In 1.13 it shows the missing character directly when typing it.
Are the black characters always at the same position when you open the same 1.12 world several times in 1.13?
