Enchantments shown are the same for different tools

Fortune is valid for Shovel, Pickaxe and Axe. Place a sword in the enchantment slot and you'll get a different enchantment.

So you are saying it's only a coincidence that all 3 enchantments shown for 3 different tools are the same? Perhaps.

No, it's not a coincidence, it is by design.
The "fortune" is the same enchantment, it's not three times a different "fortune".
The random number generator for the enchantment generation is based on a player bound seed. You have to take the enchantment, even you don't like it to get a new one.

It's always been my understanding that if, for instance, you don't like the enchantments shown for a pickaxe, you could try enchanting an axe or a shovel and it would show different options, guess I must've never paid enough attention. My apologies for wasting your time.
