Can't place opaque block at some places

I can't place block in some place. I'm sure that I'm not too close to that block and I tried multiple times. Re-enter the world can't solve the problem. I don't know how to solve the problem.

A similar bug also happened in my another creative world in 1.13.1. 2³ blocks can't place. It may be caused by entities. I kept throwing instant-harm splash potions to that spot ,run /kill @e[distance=1] (but killed nothing) and kill every possible entitles but nothing changed. But when I re-entered the world and pressed F3+B , the problem resolved.

Can confirm with given world. Very weird. Using "/execute if block ~ ~ ~ air" returns true. Don't see any entities there either.

Upgraded the world to 1.13.2-pre2 where the bug still is active. After upgrading to 18w49a, I could place the block. Is this still an issue for you?
