Minecarts do not move across the tracks smoothly they seem to jump around but game is not showing any signs of lag visually or with a drop of frames.

Does this still happen for you in 1.13.1? If so, please run a debug session (/debug start and /debug stop) and check if the tickrate is at a normal speed (20.00 tps).
