Very small spawn of tropical mobs

For the jungle there are 2 exclusive tropical mobs. It's an ocelot and a parrot. According to the idea, they would have to spawn in the jungle quite often, like horses on the plain, slimes on the swamp, etc., but they are almost not in the jungle!
