On the title screen when you hover your mouse over " Copyright Mojang AB. Do not distribute!" it gets underlined. When you open Minecraft in small window mode or in fullscreen this line has an appropriate thickness. But when you have Minecraft in maximized Window mode this line is very thin and bareley visible. Probably it is cut off by the border of the window.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
Is this still an issue in the most recent versions (currently that is 1.15, or the latest pre-release 1.15.1-pre1) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
As you said, it's caused by the border of the Window which you can configure.
