Water flows toward lower blocks even when they're covered. They seek the South side of the block first, then East, then North, then West. The attached screenshots demonstrate placed water circling a covered hole.

I just added two screenshots showing additional incorrect flow. Reproducible by building the structures first then placing the water.
The first four examples on the left have correct flow.
