Torches around the Bonus Chest doesn't replace tall grass

When Bonus Chest option is selected, when the chest spawns into the world normally 4 torches appear on the each side of the chest. But if tall grass is present in the corners of the bonus chest they won't spawn at all. IIRC it used to destroy the tall grass before 1.13.
