Item frames that have an item in them can't be broken or have the item removed.

I was playing in my snapshot world and I was messing around with an item sorter. I placed the wrong item in the item frame and was unable to remove it until i destroyed the block behind the frame. I experimented with different blocks and gamemodes and it produced the same result. It didn't happen in the other (not snapshot) worlds.
