major lag spikes around water

when I am around in an ocean or near any large amount of water I am dealt with immense lag spikes. I lowered the render distance and and lowered graphics to see if that would help and rarely does anything. before 1.13.1 it was noticeable but did not hinder gaming, now it is so bad, especially around flowing water caused by soul sand bubbles or dispensers with water buckets it can be even worse
