Unable to use F3 but can use F2 etc and SHIFT+F3

I've had Minecraft installed for a bit and started having this issue about a couple weeks ago. F3 is the only key that is effected and its only when I try to use it on its own; I can still use SHIFT+F3 and CTRL+F3. I am not on a laptop, I do not have a fn key to use, the F3 key works normally in other applications, and I am able to use F2 to take a screenshot in game.

I have tried uninstalling and reinstalling the game, removed all game files from my computer, made sure it worked with my account on another machine. I have no mods and this happens in single player, multiplayer, and realms.
