Observer blocks no longer recognize leaf blocks?

Hello,
I was in the process of developing a farm where I would use the observer block to power a redstone system, which relied on it recognizing the leaves when fully grown. As of 1.13.1, this no longer happens and I am wondering if this is a bug or is it a known change after the update. Thank you and I look forward to your reply.
