When I ride a horse I get only 2 fps which I find it hard to control my horse because of it.

I don't think closing this as invalid made sense. I've also seen massive lag with riding horses:
Using JDK 1.6 on the client side seems to be massively worse with riding than JDK 1.7
The network performance requirements go through the roof when riding, where I can ride nicely on my server when at the office, but get noticeable lag when riding at home with a slower Internet connection
Haven't debugged the server settings yet, but FWIW, riding seems to cause Minecraft consume a lot more resources than before.
I have this issue, and I use JDK 1.7. Whenever I'm near a horse I get lag spikes, and riding a horse is very stuttery.
I have this problem only when running a server, and I have it both with vanilla minecraft and bukkit servers. To be clear the lag for me is NOT a fPS lag, it is a network lag. Same sort of issue I have always seen in riding boats but way more intense.
Client system, E8400 Core2Duo overclocked to 4ghz, 8gb of DDR800 ram overclocked to 890mhz, GTX570 gpu
Server system (right next to me) HP ProLiant DL380 G2 2x2.8ghz xeon processor, 8gb of ram, and 6 10k rpm hard drives in raid 5
*2GB of ram alone dedicated to minecraft.
I get this lag but very very slightly, on a local network and over the internet. Using oracle java on both sides not openJDK(yuck). It's definitely an SMP issue because this doesn't happen to me in my SP world.
It's not so bad that its unplayable but I notice it, and after reading everyone elses posts about it, it seems to get horribly worse the less powerful the computer is, specificly hard drives and network speed.
My theory is that the server has to load chunk data at the speed you ride the horse at, which would drive hard drive and network activity through the roof, the way the game loads terrain needs to be optimized.
Whenever I ride a horse it moves forward for one second, then freezes for one second, then repeats (the horse, NOT Minecraft itself).
I don't have this problem on my pc
