Item stacks lost when tossing quickly in creative mode

When dropping stacks of items at a time (default keybinding Ctrl+Q) from the player's inventory or the creative menu in creative mode some of the stacks are not dropped even though they are removed from the player's inventory.

This does not occur when dropping items out of inventories of blocks (i.e. chests, droppers, etc.) or entities (i.e. minecarts with chest).
