Chunks wont load or take a very very long time to when in creative

when flying over a world in creative mode the chunks will not load or take a very very long time to load but as soon as you drop down and touch the floor the chunks load instantly. for example if im flying over the sea, suddenly the chunks will stop loading and i'll see the underground caves etc, as soon as a stop flying and hit the water all the chunks around me load straight away.
