I updated from 1.12 to 1.13.1, I never used any snapshots in my world and after the update my Nether Fortress won't spawn Wither Skeletons or Blazes anymore, I went to a different Fortress and neither would it.
Fortress now only spawns Magma Cubes and Zombie Pigmen.
