Eating takes a long time, you have to hold the button down even after the initial eating animation is done.
Seems to be related to server lag but it was never a issue in 1.12.x
It happens with only 2 players logged in, so it's not like the server is overloaded with people.

My guess is that 1.13.1 server needs optimizing, it's more sluggsish/resource heavy than 1.12.x I've compared with both Spigot and PaperMC and eating works well with those servers.
