[MC-137267] Iron Golems not spawning in water

I have built an Iron golem farm : The Iron Titan from Tango Tek, but I have been experiencing issues with Iron golems not spawning in water.

Attached are some screenshots of the Farm itself, a golem in the water (Block version) and a before and after golem on land on the same server.

Edit: This should not be seen as a duplicate of MC-60792 .

Since MC-60792 is about golems not able to spawn with blocks next to their head.

Mine is about golems not able to spawn in water. Which was possible in older versions.

This isn't resolved, and isn't a duplicate of MC-60792 . That Issue is about golems not able to spawn with a block next to their head.

My issue has to do with golems not able to spawn in water, which is completely different.

No, it isn't. The blocks next to the base, as well as the head of the iron golem need to be air (and not something else like water, or a block) for the iron golem to spawn, just like MC-60792 says.

Also, please don't create new reports in order to request a ticket to be reopened, use the comments instead.

This isnt resolved...

I tested this in my creative world after having the same problem in survival and once i removed water from my farm, the golem started spawning. Fix this game...
