Whenever I go on minecraft and I hit ESC or Chat or Open an inventory, any popup menu basically, it flickers showing it and then goes away.
I have tried uninstalling minecraft by deleting the .minecraft folder in AppData, and it doesnt fix anything.

Your Minecraft version is outdated. We currently take issues for version 1.13.1.
Please update to the latest version as it includes the newest fixes. If you still have this problem after updating, then please create a new issue.
In case of a game crash, please also attach the crashlog.
