[MC-137656] Endermen dont make noise when stared at such as the charging sound.

Whenever you stare at the enderman in the latest snapshot,1.13.1, they make no noise what so ever until you kill them. seems to persist through out to 1.11.

Was the enderman spawned less than 20 seconds?
