Negative durability on shears using dispensers

The bug

Using shears in dispensers causes them to go into negative durability when it should break.

How to reproduce

1. Run

   /give @s minecraft:shears{Damage:237}

2. Put it in a dispenser, spawn some sheep

3. Activate it a few times
   → ❌  Shear does not break instead it goes into negative durability
