Stuttering when walking through chunk borders.

Noticed a bit of stuttering when loading into the 18w43b snapshot. After walking around for a bit I realized that it had a pattern to it. I loaded up chuck borders and saw that the stuttering only happened when walking through the chunk borders.

I have a couple of link to videos showing the issue, and a comparison between 18w43b, 18w43a, and 1.13.2

1.13.2: https://youtu.be/NFq4IdPfthQ

I can send raw footage if needed.
