[MC-138054] arrows lose momentum when fired while moving

while walking around or flying around i've noticed while firing the crossbow that arrows lose momemtum even with full charge and thus hit the player.

I saw the clip, i think you are just flying faster than the arrow, you go faster on the way down, than waht you do when you go forward/flat, then the arrows are faster

it happens when walking forwards as well
