Cursor is unaligned when dragging items, unable to swap items positions in inventory and unable to shift+click the destroy item button to clear creative inventory.

There is an issue I am having in 1.13.2. The cursor moves and the number on a stack when moving goes up on the item and so does an items durability bar. I cannot swap items places in my inventory. This is the same in creative mode as in survival. I also can't shift+click anything, including the destroy item button in creative mode.
