when u use replace or give commands to get a charged crossbow u'll get charged crossbow but when u shot u'll have to recharge

I assume you are talking about the
Chargedtag. In this case this is very likely intended. It was (at least to my knowledge) not stated anywhere that crossbows can be always automatically loaded.
