I was just doing survival, and i found some lily pads that generated on the ground.
How to reproduce

Coordinates: /tp @s -8466.06 65.64 -2701.96 -45.74 62.65

This is still occurring as of 18w44a- NOT resolved. Occurred for me on the seed 1299828289 at coordinates 1709 63 -2668. There is also a chance they don't generate further than 1 block away from (immediately next to) any solid block.
Edit: Also, my screenshots will appear to be the "old" default textures, but I installed a texture pack for that. I'm playing 18w44a.
