Horses have no body and have chests on their muzzle

Are you using the new textures version 2 resource pack? If so, try disabling it. It is known to cause some issues with newer versions.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/guides/finding-minecraft-data-folder]) here.

Once attached, the report will be reopened automatically.

This is a resource pack issue, not a bug. Horse models changed in 1.13 and textures from pre-1.13 for horses no longer fit correctly on the new models.
