This is intended behavior. In the new snapshots, ocelots can only be "temporarily tamed" into "tamed ocelots" rather than cats. To tame a cat, you have to locate one in a village (they already have their cat skin) and tame it there.

With the new addition of cats, ocelots can no longer be tamed, instead, hearts appear and it does not turn into a pet. This would be fine except for the fact that there is an xbox achievement called 'Lion tamer' which involves taming an ocelot. I've tried taming several cats but no achievement. Please fix, it's my last achievement.

To tame a ocelot remains sneaking and motionless holding a raw fish to 10 blocks from him, he will gradually move little by little towards you and right click on him and he will become a cat.
