[MC-138589] Fullscreen resolution unable to be changed and fps locked at screen's refresh rate until I click off on fullscreen and then on again

When I open the current snapshot, the fullscreen resolution won't change wherever I click.

The fps are locked at my screen's refresh rate (144) even though the fps are unlimited and vsync is turned off.

When I click off on the fullscreen and on again, the fps go back to normal.
