Current state
For most of the blocks the functionality has been added during the 1.14 development.
However the Smithing Table and the Fletching Table will not receive their functionality in 1.14, but in the next version instead:
We've decided not to add the functionality for these blocks for this update as we want to make sure that they're useful for the overall gameplay. We have a great idea for them for the next major themed update...
The new blocks added in the latest snapshot are not functioning. All of the new blocks such as the Fletching Table, Blast Furnace, Smithing Table, Lecturn, etc... are not functioning correctly as right clicking does not effect each box and pull up a GUI, and the Bell block does not receive an Redstone pulse.

Correct, it even says in the blog post that they haven't added the functionality to these blocks yet. It'll come later.
They haven't added that yet, it's not a bug
