Mouse movement bug

This issue happens on every version on Minecraft from version 1.0 to 1.13.2, Singleplayer and Multiplayer. Java Edition. Windows 10 OS.

I have this incredibly annoying issue where whenever I mouse my mouse quickly, it randomly moves in the opposite direction. I've tested with another mouse, it does the same thing. It's not an issue with Windows, and it only happens in Minecraft. I've reset my Minecraft settings multiple times, still the issue persists. I have a glass table with a CmStorm Mouse Mat by Cooler Master. https://youtu.be/RC0C-c4ufUQ This video shows what is actually happening, all I am doing in that video is moving my mouse left, pause then move my mouse right, then pause and repeat a few times. As you can see through the video, it randomly moves downwards, or starts to move in the opposite direction, I was only moving my mouse left and right with a pause between each direction. This tends to happen when I move my mouse suddenly. Or just generally turn around.

I apologise if this has already been reported, I looked and couldn't find anything. Mainly I never knew how to search for it however I can't find this issue anywhere and it only happens on every version of Minecraft. The 2 models of mice I tested this with were an: Ares M1. (Link doesn't work for some reason, just Google Ares M1 mouse. ) and Microsoft Basic Optical Mouse (https://www.pcworldbusiness.co.uk/buy-rent/P133238P?cidp=Froogle&gclid=EAIaIQobChMI7tvfwOHK3gIViNOyCh0GlgsNEAYYASABEgLAe_D_BwE&gclsrc=aw.ds ) Could you please help me with this problem as it is actually driving me crazy, I've dealt with it for more than a year, I can't bare it anymore.

Attempted to replicate this on Minecraft Windows 10 Edition. I can confirm that this ONLY happens on Minecraft PC Java Edition.

Removed the attached manually triggered crash report because it was for version 1.8.9. Can you please attach a crash report for the latest release (1.13.2) or snapshot?
