Pillager arms incorrectly positioned when riding or unarmed

The bug

A pillager's arm would go NUTS if its riding another entity for example - a Vindicator. If theirs a pillager with a crossbow in the world, the arms are normal (it also dosn't work if the pillager was spawned with a crossbow)

How to reproduce

Use the following command:

/summon minecraft:horse ~ ~ ~ {Tame:1b,Passengers:[{id:pillager}]}

or

/summon minecraft:pillager ~ ~ ~ {HandItems:[{}]}

 (I know this doesn't even have to do with the bug, but) What's with the title?

The arms just turn around like mad. As long as a pillager riding something is rendered, all pillager arms do that (as long as they are not holding anything). As soon as you unrender the riding pillagers, the others arms just stop in the position that they were then. Got a video of that that I will try to post later. Also, when you pause the game, their arms still rotate.

Regarding the way to reproduce: it looks much funnier with 
/summon minecraft:pillager ~ ~ ~ {Passengers:[{id:pillager,Passengers:[{id:pillager,Passengers:[{id:pillager}]}]}]}

And after killing the mob  that is ridden by the pillager; the pillager's arm stuck.
