So far, I can't find a crafting recipe for hay bales that works. Is this actually a bug? I checked in creative by pulling some hay bales out, and checked in survival by trying to put wheat in a grid any which way I could. Nothing common seems to work.

Maybe you need string to wrap them? I don't know for sure, someone will figure it out.
