[MC-139494] Can place unlimited scaffolding

In short, if you place scaffolding, and stay looking at the same spot, but keep placing it there, you'll soon have an insanely tall tower of scaffolding, just from placing this in one spot.

Fairly certain that this is intended behavior, it isn't actually unlimited as it stops at the world height limit
