Cannot Spawn on snowy tundra or snowy mountains

When a user creates a world repeatedly in an attempt to spawn inside of snowy tundra or snowy mountains the best that can be achieved is a spawn inside of a river biome that is one block adjacent to the snowy tundra or snowy mountains.
