My worlds don't have randomtickspeed!

Duplicates MC-139693.

I have the same problem. After 4 days my crops weren't growing, tilled soil not becoming hydrated and the leaves on trees are not decaying. I checked the randomtickspeed and it was set to 3. I set it to 300 and it still didn't do anything.
