Farmland and leaves are brocken

In snapshot 18w47a farmland does not hydrate at all neither placed in creative, nor hoed in survival (water blocks are present next to the farmland blocks and on the same level). Crops don't disappear, but never grow on it. Villagers don't interact with crops. 

Also leaves from broken trees stay in the air forever. Can only be broken manually. Trees don't grow and dirt blocks don't turn into grass blocks.
